Our local group is heavy into ARES/RACES and Community Service, and it helped us get permission to locate on any "county owned structure" in our county. Just one hitch... each site requires a 1 million dollar liability policy. If you play-up the community service angle, it will open a lot of doors for your group.
Another nice thing about it is that when lightning came into the hut through a "county owned" microwave link and destroyed our gear, the county picked-up the tab for 3 new vertex repeaters and all the trimmings!!!
Our biggest supporter has been the Sheriff's Office... when the 911 dispatch center goes down, we are there before anyone else. The County Emergency Manager does not like us.... but our Sheriff does. The S.O. has deep pockets and a lot of influence!!
It took many years to build the relationship we enjoy, but was worth every minute of it!!

We recently got access to the local water commission tower site no
problems no questions free of charge.
It did however take them forever to bring our request in front of the
commission meeting since it was not a pressing issue.
