Steve,

I have 9 SpectraTac receivers in my system and everyone of them has had the 
hum at one point.  I have replaced C102 and C106 in each of them and never 
looked back!  Both caps are 100uf at 35vdc.

Also, I believe that if you have the built in supply and don't use it (by 
just pumping in 12v) you have to lift R119 or else the receiver will 
constantly beep at you thinking there is a power failure and that the 
receiver is on battery.

Try replacing those two caps, it fixed my problem every time.
