Motorola used the Mitrek Casting for many other projects 
like the mentioned and Loran C receivers. They were quite 
up to special projects using a quiver of tried and true 
equipment models. 

The color of the PC Board (red vs green), the style and 
circuit design can tell you a lot about it. Many of the 
special projects were made in Texas. 

If I saw a picture of it, I could probably tell you more 
about it.  If it was a special production, the agency 
or company for which it was made would now/might be the 
only source for the manual, which was supplied as an 
"as built" with the equipment. 

If you don't know who it was made for... a search of the 
frequencies off the channel elements might give you a clue.
