If you look at the RIB schematic (see the RSS page here) you will
see that it's tip positive and that all three sources are wired together
through diodes - the power jack, the 9v battery and the external
power pin (from the radio cable - a lot of mobiles like the Spectra
have switched +12 on the programming connector just to power
the RIB while it is programming the radio).

As such ANYTHING from 9 to 12v as long as it is well filtered
DC will work.  I use a 12v 750ma on mine just because I had it...
Even though there is 10uf across the DC power input I added
a series choke and a 50uf to ground on the wall-wart port of mine.

As I said, it's pretty obvious from the schematic.
