I used Milcom PAs in the 90s in both their VHF and UHF versions. I was never able to get any schematic information from them but they were very generous about repairing their units which seemed to crash regularly. They modified the designs regularly and finally added heat sinking wings to the RF devices on the strips. Your unit is a 250 watt PA designed for a maximum of 15 watts in and it was designed to operate in the 144-152 Mhz range. It may, or may not, have a driver board PN 240-096. I have the 160 watt versions, both with two 240-094 strips and both units described as 40 watt input units. But one has a driver board for the strips and the other doesn't. Go figure.
Milcom International was subsequently bought by Powerwave Technologies and finally was absorbed by Crescend Technology. Tessco is one of their distributors. I sent one of the Milcom PAs to Crescend for repair and they replaced the Milcom 290-094 strips with, guess what, Crescend 290-094 strips. They're identical. So, if you need new strips, they have them although I don't know if they will supply them as parts without any service. Between parts, labor and shipping it ended up costing over $400. A new replacement would run about $1200 but it does come with an impressive 3 year warranty. Warranty on repairs is the typical dismal 90 days. All of which is a long way of saying, no, I don't think they did much in the way of service manual support. There were some very nice people there but one of the movers and shakers (Tom Litty) died unexpectedly of a heart attack and the company never seemedd to recover.
