I know of no Beacon that monitors first. That's why they are called Beacons. They also usually have strict timing requirements in order to enable frequency sharing that any delay in TX would destroy. (Beacon A TXs on the minute, Beacon B at 10 seconds after, Beacon C 10 seconds after that, Etc.)
