Just thought I would let you know they do build a controller, it is a
commercial version though that has all tones and digital codes built in,
check out HYPERLINK

see for yourself.  I have one, they are a very good deal for the money.  I
took one out of the box and built into the front panel of a commercial
repeater, looked good with all the LEDs sticking through the panel.
 
Guess you could use a TS-64 to key the radio with tone only but you would
still have to pass the audio some way.  The early repeaters using carrier
squelch used a very short repeater hang time so they did not gate the
repeater audio in any way.  Makes for a very loud squelch burst as the
repeater receiver squelch closes.  It could be done, not very good though.
Another down side, no control required by the FCC.

The TS-64 is not a modern repeater controller, per se (ComSpec does not
build controllers)  -- it is just a CTCSS encoder/decoder board for a single
radio.
 
I also agree about the Maxom comment -- wrong road trying to save a couple
of $$
 
As I tell my Fortune 500 clients (I work for an independent consulting firm)
--- $$ and service levels/quality of service are directly related in the
telecommunications and networks disciplines -- "Can you hear me now?".

It is. They are using the decode logic line as a PTT for the TX.

I would say it is not connected to a good decode point or your TX is
drawing too much current from what the TS-64 can supply.
