Here's a trick lots of other people will end up claiming credit for. Simply make the simplex (half duplex) card into a full duplex card using the IC chip from a Mitrek or Motrek Mobile non synt CTCSS unit.
If you look at the service manuals...you'll see the chip is the same even though it has different part numbers. Remove the ctcss chip and place it into the unused section of the half duplex card along with all the supporting parts and you have a duplex card.
