I was considering a similar project using packet. Specifically, by keeping a transceiver open on a out-of-band frequency. Alternatively, maybe use the same input frequency to monitor for either a tone burst or packet data for upgrade. If detected, have the repeater switch into packet "upgrade" mode and use the input/output for a short lived packet session.
