There are non destructive ways of testing BUT in the telecomms game gas based devices suitable for you application are less than $2.00 each so simple replacement seems reasonable if you are on site anyway ?

I believe you could test them with a Megger, but you would also damage the device at the same time. If it wasn't damaged before the test, it would be after the test. That's why I have just replaced them rather than try to test them.
