Terry, The frequency 461.58125 MHz is not authorized for any public-safety use; it is a narrow-band trunking system channel for commercial applications only. There are currently only two licensees of that frequency in the country, one in Indio, CA (WPRV406) and the other in Hennepin, MN (WPSF570). This frequency is normally used for Class FB8 stations in the YG service. It is authorized only for bandwidth not exceeding 6 kHz.
Perhaps the station you hear is a new commercial trunked radio system being tested for coverage of Allegany County.
