Obviously this requirement does not apply to Amateur Radio, but amateur repeater coordinators for densely populated areas, i.e. Southern California, NY-NJ and other areas would do well to start thinking about this looming situation. Have you tried to get a 2 meter or 440 MHz repeater coordinated lately?
