I passed your question to a friend who used to do this kind of thing for the Coast Guard. Here's what he had to say:
I am using the Motron TXID transmitter Fingerprinter; Motron shows it has been discontinued. I am not aware of any similar products on the market. A phone call to them might uncover a used unit. The software that I have works in DOS and requires a discriminator connection to the receiver. I am using the IC7000.
