Rick, If you are not interested in using a 2 channel voter, the second best way is to use a 2nd PL tone on the remote receiver.
I have done both and if you have a good group of users, the two PL tone method works very well. If you have a technology challenged group of users it can be a pain to keep explaining to the users how to use the system. With a voter, the users never know there is a second receiver.
