I think we worry too much about bothering users with CW IDs. I can see how huge backbones or IRLP need to deal with this, but in a simple, linked pair of repeaters, I don't think it's that big an issue.
I've always programmed my S-Coms to send the impolite ID at around 300-350 Hz. It's audible, even on the end user's filtered radio, but very low-key. It doesn't intrude on the conversation.
