  Very true. I proved this for myself. I took numerous measurements at many 
compass points comparing an antenna half-wave-spaced from the tower vs. a top 
mounted omni on the same tower. There was a very definite north-south gain 
increase vs. east for the half-wave-spaced antenna. In general terms, the 
side-mounted antenna was 4db worse than the top-mounted omni to the north, and 
11db worse than the top antenna to the east. Again, the result of dozens of 
measurements in the field.

  Does that make sense?
