This is now done and we have now download.replicant.us. I've updated
the wiki to point to it.

Since we still
have https://ftp2.osuosl.org/pub/replicant/ I've also updated all 
the guides that explain how to make releases on the wiki and also
inside the vendor_replicant-release-scripts README to make sure we
release files on both. 

I've also updated some repositories like vendor_replicant-scripts,
vendor_replicant-data when they referred to the ftp2.osuosl.org URL.

This way if later on we want to redirect to mirrors of make another
scheme we could do that without having to re-modify all URLs.
