i would not presume the ordering within a grade to be significant - the entire group must be satisfied as a whole, in order to achieve that grade; so only movement across grades is significant, practically movement within a grade makes for a messy diff, of course - it could be that A3 is no longer needed, however - in that case, the IDs of most 'A' criteria would need to change anyways - maybe this one can wait until B1.9 and A3 are decided if A3 is removed, and if this item were added to the 'A' level, then this one could replace A3 with a minimal diff
