... or "Recommends and encourages" _some_ license i could have concluded better - i suppose that the forge could "Recommend and encourage" certain licenses, without explaining them well, at the 'C' level the rewording was intended as a clarification, so to disambiguate the false interpretation, that forges are expected to recommend, or mention, any license, at the 'C' level note there there is becoming some overlap across levels with C5, B2.1, and A3 - at which level should adequate licensing documentation be required?
