well, not exactly: what you're referring to is the "presubj" script for reportbug *only*, as you can see from /usr/share/bug/reportbug/presubj . So it's indeed fixed for 'reportbug' itself, but for all the other /usr/share/bug/*/presubj script, the user is still left with a pager with no instruction on how to go on (one example I checked was 'git').
