I'm getting a similar error on Debian Stretch (also using reportbug 7.1.2).
I'm not sure if this is relevant, but when I selected 'Reportbug' from the Mate menu nothing happened. When I ran reportbug in a terminal emulator I got the standard set-up wizard. I encountered no errors at that stage.
