Or use the DVCS of your choice to create the branch against SVN.  E.g.,
for bzr with the SVN plugin::

  $ mkdir bzr-repoze
  $ cd bzr-repoze
  $ bzr init
  $ bzr branch http://svn.repoze.org/repoze.bfg/trunk/docs bfg-docs
  $ cd bfg-docs
  $ vim docs/index.rst
  ...
  $ bzr commit
  $ bzr send --mail-to=repoze....@lists.repoze.org

I haven't yet tried this with either Mercurial or Git against SVN, but
both systems claim similar support.
