Sun had planned on doing that, once all the tools needed were
available on the outside - that's what the Open Development
Infrastructure Project was for:

(The master Desktop gate is outside the firewall because they
don't use these tools, so didn't have this restriction - that's
also why they've moved mostly to bugzilla for bug tracking,
since they're not tied to tools like WebRTI that are only
integrated with bugster.)
It remains to be seen what Oracle's plans are for this though -
I've not heard any details yet.
