Hi Rick, The app-default.xml imported was moved to cluster-default.xml along with the entire <cluster-default> section, in an effort to improve readability of resin.xml. You'll also notice that we're importing app-default.xml from resin.jar with "classpath:META-INF/caucho/app-default.xml" by default, since it is not common or generally recommended to modify this file. However we still include app-default.xml in the conf directory and you can easily modify the import line to "${__DIR__}/admin-users.xml" to use this file instead.
