The in-development 1.6 has invite-only groups, allowing you to limit who can be in the group. It also has the ability to restrict access to a repository, to one or more invite-only groups or to specific users.
There is nothing for limiting who can close out a review request. I'm not sure that's something we'll be doing for 1.6, but we'll consider it. Most likely, that will wait, though, as everyone's going to have different rules for how that should work (we've already seen many very different, incompatible requests).
Both the original request and the reply list many feature requests. Please file one bug report per request so that we can close them out when the particular feature is implemented.
