What steps will reproduce the problem?
1. Setup a server with a US west coast timezone
2. Visit the server from a browser in Asia
3. Create a review
4. Load dashboard, e.g. Outgoing Reviews
What is the expected output? What do you see instead?
Review is posted 1 minute ago.
I see review is posted 16 hours ago.
What operating system are you using? What browser?

Please provide any additional information below.
I see a <time class="timesince" datetime="...">16 hours ago</time> tag in
the DOM tree.
The datetime is exactly the server time when the review was posted.
Since I am 16 hours ahead of server time, everything is explained if you
have mistaken it as local time.
