Many thanks for the support, i fixed the issue.
In the apacha-wsgi.conf file i saw some issue
WSGIScriptAlias "/reviews"
"/var/www/html/reviewboard/htdocs/reviewboard.wsgi/reviews"
Change to
WSGIScriptAlias
/reviews "/var/www/html/reviewboard/htdocs/reviewboard.wsgi/reviews"
Now i can able to access the Site.
