What's the URL of the page containing the problem?

What steps will reproduce the problem?
0. Have no database.
1. Run prepare-dev.py
2. ctrl-C before finishing to create a superuser
3. Database exists, but no super user.
What is the expected output? What do you see instead?
I'd like to see a short warning when I ctrl-C about maybe needing to remove
the database and try again.
What operating system are you using? What browser?
Lunix (Vagrant) /bash
