What's the URL of the page containing the problem?
http://<server>/r/<id>/diff/
What steps will reproduce the problem?
1. Make a comment on a diff, causing the draft banner to appear.
2. Scroll to an anchor, such as by using keyboard shortcuts ('n' or 'p').
3. See how the scrolled area is now covered by the draft banner.
What is the expected output? What do you see instead?
When the draft banner is open, we should offset the scroll position by the
height of the banner.
