Hi Brant,
The LANGUAGE_CODE should be in the form: (It is also mentioned in
settings.py)
http://www.w3.org/TR/REC-html40/struct/dirlang.html#h-8.1.1
In your case, I think it should be:
LANGUAGE_CODE = 'zh-cn'
