OK DNS issue resolved. Have now run the command with list-evolutions with
no errors.
Next step follows:
sudo -i rb-site upgrade /var/www/reviewboard
[sudo] password for it:
Rebuilding directory structure
Updating database. This may take a while.
The log output below, including warnings and errors,
can be ignored unless upgrade fails.

Seems the install is still receiving upgrade errors.
