I plan to look into the EPEL 7 packages when I get back from holiday on Monday. I'll be upgrading EPEL 7 to Review Board 2.5 as well.
I'm not sure of the specific issue you're seeing, but I will be testing new deployments. Could you at least identify the database you are using?
