Did you follow the instructions for setting up ReviewBoard in the administrator documentation?
Also, what OS is this? If it's RHEL/CentOS 7, you can use the RPMs I provide in the EPEL 7 repository rather than easy_install. But I suspect that the problem was that you didn't copy the generated config file to /etc/http.conf.d/ and restart Apache. All of this is in the manual.
