1) What version of RBTools and Review Board are you using? 2) Can you show me the exact command line of a failed upload? 3) Can you run that command line with the --debug argument and show the entire debug output? 4) What's your upstream origin branch? Is it origin/master, or something else? 5) What's in your .reviewboardrc?
