ImpalaServer::GetQueryExecState() holds the query_exec_state_map_lock_, so that blocks ImpalaServer::RegisterQuery(), which means new queries cannot be started. However I don't see why already running queries would be blocked (unless they want to ImpalaServer::UnregisterQuery(), which requires query_exec_state_map_lock_ too) .
