I still don't re I ran the test scenario with the tip of the main branch (256 iterations) and I could not see this issue triggering, both in DEBUG and RELEASE builds. I did the same for with 16021, and see no failures either. So, it seems the failure in http://dist-test.cloudera.org/job?job_id=aserbin.1591087472.56061 is just a fluke, and indeed there isn't a connection with 16021 changelist.
