Change subject: KUDU-2612: add ScopedPartitionLock ...................................................................... Patch Set 11: Updated this to adjust some language and naming. Also realized that using a semaphore made it a bit more confusing to follow and reason about re: concurrency, so I reverted to the spinlock implementation, but avoiding the sleep issue mentioned in discussion.
