KUDU-3635 fix compilation with OpenSSL prior to v1.1.0
This fixes build breakage when compiling with OpenSSL versions prior
to 1.1.0. Also, make sure ScopedCheckNoPendingSSLErrors' destructor
isn't invoked when the state of the OpenSSL library has been cleaned
up already.
This is a follow-up to bda99a38bb7da12959a99ffc9a79de02acdacf2a.
