[SPARK-3878][MLlib] Benchmarks and common tests for mllib algorithm Motivation: * Set of benchmarks which help user understand what kind of cases algorithm works on * Eliminate duplicating test code * Declarative testing style * For developer easy to understand how to test new code I'm not insisting on exactly this architecture, but I would like to start a discussion about how implement it.
