Review comment:
       hmm...this is actually the same as `DecommissionInfo` in #29032?
   
   Why not just combine #29032 together? I think it won't introduce much more 
changes compares to this PR (+511 vs +89). Besides, #29032 just looks like an 
incomplete PR without this PR.
