Review Comment:
Mark the check syncable only after its referenced workflow run is fetched
successfully. If the fork run was deleted, this flag is set before the request,
the catch continues, and the backfill stays suppressed on every pass, leaving
`Build` queued indefinitely. Treat a permanent not-found as unsyncable so
reconciliation can recreate a useful status.
