applyForExpression duplicates every With definition, violating its
evaluate-once contract for non-foldable/stateful expressions. Procedure
arguments are foldable, so the intended caller is safe, but that precondition
is neither enforced nor documented. Restrict the helper to foldable definitions
or reject unsupported expressions.
