Review Comment:
   **Finding 23.** A pod template supplied as a file never reaches the PodSet.
   
   `docs/spark_custom_resources.md:85-99` lists two supported ways to set a pod 
template, and option 2 is `spark.kubernetes.[driver/executor].podTemplateFile`. 
Option 1 wins when both are set, because 
`SparkAppResourceSpecFactory.overrideDependencyConf` writes that key only when 
`ModelUtils.overrideDriverTemplateEnabled` holds, i.e. when 
`driverSpec.podTemplateSpec != null` 
(`SparkAppResourceSpecFactory.java:96-103`, `ModelUtils.java:132-136`). With 
option 2 alone the user's value in `spec.sparkConf` is passed through untouched 
(`SparkAppSubmissionWorker.java:135-143`), Spark fetches the file and builds 
the pod from it, and this ternary falls to the empty-template branch.
   
   Measured on `a3badb2` with only the two `podTemplateFile` keys in 
`sparkConf`:
   
   ```

   Two consequences, both of the kind finding 13 was about. Kueue matches a 
`ResourceFlavor` against an empty `nodeSelector`, so it can admit the Workload 
into a flavor whose nodes the real pod cannot land on, and the quota stays 
consumed while the pod sits Pending. Sidecar and init containers declared in 
the file are also absent from the sum Kueue computes for the PodSet, so the 
reservation is smaller than the pod.
   
   The operator could read the file. The docs already require it to have access 
to the remote location in order to create the driver. That is a bigger change 
than this PR, though, so the in-scope fix is to reject the configuration the 
way dynamic allocation and the HPA already are:
