Opening this as a draft because it depends on #58120, which upgrades Parquet to 1.18.1. The feature needs two APIs that arrive with that upgrade, `RowRanges.Builder` and the public `ParquetFileReader.getRowRanges(int)`. This branch is stacked on #58120's head, so that PR's commit shows up in the diff here until it merges. Only the second commit is mine.
