### What changes were proposed in this pull request? SQLMetrics had its own copy of baseForAvgMetric and five other constants that already exist in MetricUtils. This reuses the existing constants instead of keeping duplicates. ### Why are the changes needed? Two copies of the same constant can drift apart if only one of them is changed later. ### Does this PR introduce any user-facing change? No. ### How was this patch tested? No behavior changed, only where the constants are defined. Existing SQLMetricsSuite and the full CI suite pass unchanged. ### Was this patch authored or co-authored using generative AI tooling?
