Added `SPARK-59962: a definition in a DECLARE VARIABLE default is not
inlined like a command's` in a7876948c06. It builds a `CreateVariable` whose
default is `With(udf) { ref => ref * ref }` and asserts the UDF appears at most
once; with the `!c.isInstanceOf[CreateVariable]` guard dropped it fails with
two copies.

It checks "not inlined" rather than "the `With` is kept": on this branch the
default still goes through the generic case and is pre-evaluated under the
variable names, which is the SPARK-59954 bug that #59209 fixes. Once both are
in, the assertion can tighten to the `With` surviving.
