This PR aims to enable the minikube `metrics-server` addon in K8s integration test CI. ### Why are the changes needed? `ExecutorResizePlugin` requires the `metrics.k8s.io` API, which isn't available in the current CI minikube cluster. This is a prerequisite for adding an `ExecutorResizePlugin` integration test. The overhead is negligible: `metrics-server` requests only `100m` CPU and `200Mi` memory, and actually uses tens of MiB. ### Does this PR introduce _any_ user-facing change?
