@nchammas split it up. This PR is now only your reorg from #51305 (dropdown entry, sidebar, the overview/setup split, the server libraries page) plus the setup page additions listed in the description. The programming guide and the two new gotchas moved to #59888 (SPARK-60611), which is stacked on this one; its own commit is the last one there, and the rest of its diff goes away once this merges.
