if yes, my concern is just on this; this approach requires the user to
explicitly call killExecutors to `truly` release resources for others to
use...that means, the user always needs to call `requestTotalExecutor` (with a
smaller value) and `killExecutors` together...this makes it fishy in terms of
the API design....
