[SPARK-10184][Core]Optimization for bounds determination in RangePartitioner JIRA Issue: https://issues.apache.org/jira/browse/SPARK-10184 Change `cumWeight > target` to `cumWeight >= target` in `RangePartitioner.determineBounds` method to make the output partitions more balanced.
